Evan Kirk joined the Environmental Finance Center at the University of North Carolina, Chapel Hill in 2016. Evan is a Project Director. He manages statewide water, wastewater, and stormwater rates surveys in multiple states and conducts applied research on affordability, regionalization, and resiliency of utilities. Evan has a Master’s degree in City and Regional Planning with a concentration in Land Use and Environmental Planning from UNC-Chapel Hill, and Bachelor’s degree in Environmental Science, with a certificate in GIS science.
