The goal of this conference was to help attendees create a water financing program that works well, set affordable rates that fund projects, and do more with water revenue. This conference included panel discussions on topics such as funding and affordablity as well as networking opportunities. Jeff Hughes presented on the state-level legal and financial barriers of establishing customer assistance programs and  stratagies to overcome them.
