Research Director


Shadi Eskaf worked at the Environmental Finance Center at the University of North Carolina, Chapel Hill between 2004 and 2021. He joined the EFC as a graduate student Research Associate before becoming a full-time employee in 2008, ending as Research Director/Senior Project Director. He worked on environmental finance projects in local, state, and national settings. Shadi led teams conducting applied research on a range of topics, including but not limited to water and wastewater rates and rate-setting, utility finance and management, water consumption, infrastructure capital needs and funding, and utility partnerships. Shadi has a Master’s degree in Environmental Engineering from the University of North Carolina at Chapel Hill.

After his tenure at the EFC, Shadi joined the North Carolina Department of Environmental Quality as its Director of the Division of Water Infrastructure, which administers the SRFs, CDBG, and state’s loans and grants programs, as well as the Viable Utilities Program.
