Description of the Arizona Water and Wastewater Rates Survey
The Water Infrastructure Finance Authority of Arizona (WIFA) contracts with the Environmental Finance Center (EFC) to conduct water and wastewater rates surveys based on the successful rates survey process used for several years in North Carolina and Georgia. The sampled utilities serve 94 percent of all customers who are directly billed for their water or wastewater use, and account for the large majority of all customers served by public community water systems and wastewater systems. Information on rates and rate structures across the state, as well as financial key performance indicators, have been compiled into a summary report, rates data tables, and the Arizona Water & Wastewater Rates Dashboard. These tools and resources are intended to be used by utility managers and boards, finance directors, WIFA, consulting firms and technical assistance providers, researchers, and any other interested parties. This information allows for comparisons and benchmarking of current rates (and other financial data) and can assist officials and staff as they make decisions related to water and wastewater services during budget preparations.

Report, Tables and Dashboard of the Arizona Water and Wastewater Rates and Rate Structures
In August of 2015, the EFC published the 2015 Arizona Water and Wastewater Rates Dashboard; a compilation of rates data tables; and summary research report, Water and Wastewater Service Pricing in Arizona 2015. The report summarizes the current rates and rate structures across 392 utility rate structures in the state of Arizona. The Rates Dashboard provides an interactive visual display of each utility's rates and financial performance indicators. The Dashboard is a benchmarking tool that is designed to assist utility managers and local officials with analyzing residential water and wastewater rates against multiple characteristics, including utility finances, system characteristics, customer base socioeconomic conditions, and geography. All tools and publications are available for free to the public and are listed in the boxes to the left.

The report answers frequently asked questions about what utilities are charging, their rate structure designs, how rates have increased, affordability and financial sustainability of Arizona utilities.
