The rates that a water/sewer utility charges to customers within its jurisdiction are usually lower than the rates charged to customers outside of the political boundary. Stacey Isaac Berahzer presented to the Georgia Rural Water Association's fall conference on the range of rate differentials in Georgia, as well as some of the established reasons for these rate differences.
