Water and wastewater utilities throughout North Carolina face numerous challenges, including aging infrastructure, recruiting and retaining qualified staff, and declining service populations. This report focuses on an assessment of two Division of Water Infrastructure (DWI) grant programs, Asset Inventory and Assessment (AIA) and Merger/Regionalization Feasibility (MRF). These programs are designed to help water and wastewater utilities address sustainability issues and explore options for beneficial collaborations with other utilities.
