This report details the results of a statewide survey of water and sewer rates and rate structures conducted by the Hawai’i Safe Drinking Water Branch of the Department of Health and the Environmental Finance Center in 2016-2017. Residential drinking water rates and rate structures are analyzed for 35 utilities throughout the State of Hawaii, accounting for approximately 90% of residents served by community water systems. This report answers frequently asked questions about what utilities are charging, their rate structure designs, billing practices, rate increases, affordability and cost recovery.
