This report details the results of a statewide survey of water and sewer rates and rate structures conducted by the Hawai’i Safe Drinking Water Branch of the Department of Health and the Environmental Finance Center in 2016-2017. Residential drinking water rates and rate structures are analyzed for 35 utilities throughout the State of Hawaii, accounting for approximately 90% of residents served by community water systems. This report answers frequently asked questions about what utilities are charging, their rate structure designs, billing practices, rate increases, affordability and cost recovery.

The summary report is one of several products (including an interactive Rates Dashboarddata tables, and utility rate sheet summaries) created at the conclusion of the annual survey.
