Meeting a North Carolina legislative requirement, this report explains how utilities and funding agencies in North Carolina can determine whether a utility’s rates were sufficient to cover its costs of operations, maintenance, repair and payments on long-term debt. The report also summarizes the results of a study on the relationship between water rates and water use, and includes recommendations on designing rate structures that would encourage water conservation.
