In 2023, the UNC Environmental Finance Center authored several case studies highlighting success stories in North Carolina. This project was completed with funding from the Division of Water Infrastructure of the North Carolina Department of Environmental Quality.

After decades of consolidation, the Tuckaseigee Water & Sewer Authority (TWSA) turned to the North Carolina Division of Water Infrastructure’s (DWI) Asset Inventory and Assessment (AIA) grant program to catalog their existing assets and develop a schedule of planned capital improvements, instituting a new level of strategic focus to their asset management program. AIA grants are designed to encourage water and wastewater utilities to become viable and proactive in the management and financing of their systems. DWI’s Merger/Regionalization Feasibility (MRF) grant program helps utilities evaluate partnership and collaboration opportunities, and this case study also highlights TWSA’s MRF grant study with the adjacent water utility for Western Carolina University.
