In 2023, the UNC Environmental Finance Center authored several case studies highlighting success stories in North Carolina. This project was completed with funding from the Division of Water Infrastructure of the North Carolina Department of Environmental Quality.

Located in Granville County, the town of Oxford, North Carolina, had aging water and wastewater systems and no regular program for infrastructure replacement or refurbishment. With assistance from the North Carolina Division of Water Infrastructure’s Asset Inventory and Assessment (AIA) grant program, Oxford now has a 10-year Capital Improvement Plan (CIP) and has received several grants and loans for infrastructure upgrades, leading to a proactive asset management plan that has significantly enhanced the system’s long-term sustainability.
