The North Carolina Coastal Federation (NCCF) and partners seek solutions to support an active water management program for the restoration of Lake Mattamuskeet. Though there is certainly a need for initial investment in infrastructure, the NCCF and partners also need to establish a long-term funding mechanism for operations and maintenance of that infrastructure that satisfies multiple stakeholders’ needs and restrictions. The NCCF and partners approached the UNC Environmental Finance Center to identify and evaluate potential sustainable funding mechanisms for O&M expenses over a twenty-year period. Funding for operations and maintenance over longer time horizons is difficult to source without a secure and defined base of rate-payers.

This report, though specific to Lake Mattamuskeet, may prove useful to others seeking to fund long-term expenses for environmental services that are difficult to assign to a customer base.
